This is an exciting time to join Rural Payments and Inspections as we move from Common Agricultural Policy Payments to supporting land managers to farm in a sustainable way and respond to the climate emergency and biodiversity crisis.

Successful candidates will join The Rural Payment and Inspection Division (RPID) which is a large Division within the Agriculture and Rural Economy Directorate with around 600 staff who are based throughout Scotland including, in our 17 Area Offices. We are responsible for the implementation and delivery of grants, subsidies, and Government policies to the rural sector. We inspect agricultural land and livestock to ensure compliance with regulations and make payments worth around £700m per annum. We are also responsible for other regulatory activity and expert technical advice. Agricultural Officers perform a key role in the work of the Division and are a primary point of contact for farmers, crofters, and the rural community. They are engaged in a wide variety of duties, many of an outdoor nature, including visits to farms and crofts to carry out inspections. It is important that applicants note that this role includes carrying out site visits to diverse types of agricultural establishments, often over extensive and difficult terrain and in all weather conditions. Experience of crossing this type of land and a willingness to undertake these visits are prerequisites for the post.

Responsibilities

• Visit farms and crofts to inspect and measure land using GPS enabled laptops.
• Inspect growing crops of seed potatoes and seed cereals to ensure they meet classification standards.
• Inspect cattle and sheep and associated records to confirm traceability and cross compliance requirements.
• Office based processing of claims under the Single Application Form (SAF). This will include interpreting mapping data and other forms of evidence to check eligibility of claims.
• Assess applications from land managers under our Agri-Environment Climate Scheme (AECS).
• Assess applications from crofters and farmers under our capital grant schemes.

Nepali nurses do not have to pay a single rupee when they go to the UK for employment. The Government of Nepal is preparing to send nurses on a ‘visa free ticket’ with the UK Government.

There will be no involvement of private sector in this. This is the first time that Nepalis are being sent for foreign employment at zero cost through the government (JTG) mechanism.

As the British government is preparing to take one lakh foreign nurses, it is not certain how many will be taken from Nepal. But at least 10,000 nurses could be sent, according to the Ministry of Labor, Employment and Social Security.

If the government simplifies the recruitment process, government officials are confident that a large number of unemployed nurses in Nepal will have the opportunity.

According to the Nepal Nursing Council, there are 67,022 nurses registered in Nepal till September 6. Similarly, there are 23 midwives and 35,364 unmarried women. The number of foreign nurses is more than 25,000. This number is only for formally foreign nurses. The council said there were no reliable figures on the number of foreigners, both individually and in connection with the study.

According to WHO standards, a nurse should see four to six patients in a general ward. Two nurses are needed in one bed in the maternity ward. In wards like CCU, ICU, there should be one nurse for every patient.

There is a WHO standard of having one nurse per bed in the operating theater. The Government of Nepal has also signed such criteria of WHO. But this has not been followed. Even so, those who have studied nursing at the cost of millions find it difficult to get even 10,000 jobs a month.

Registrar Ghimire says that the government should stop the flight of skilled manpower as much as possible considering the needs of the country. He said that they should look for foreign employment as an alternative only when there are no opportunities in the country.

The Nepal Labor Immigration Report 2020 shows that more than 80 percent of the total number of workers going for foreign employment in 2017-18 and 2018-19 is in the age group of 18 to 35 years. 

The number of unskilled workers abroad is very high. According to the report, in 2017-18, 64 percent skilled workers and in 2018-19, unskilled workers have gone for foreign employment.
